The London Borough of Westminster should be called the 'London Borough of Westminster' because in every respect it has exactly the same responsibilities as an other London Borough. However, for historic reasons, it is called the 'City of Westminster'. It was created in 1965 from three Metropolitan Boroughs - the Metropolitan Borough of Westminster, the Metropolitan Borough of Paddington and the Metropolitan Borough of St Marylebone.
